Partners with Purpose (PWP) is a non-profit housing organization based in Lancaster, PA, dedicated to providing and preserving quality, affordable homes for low-income families. Through a portfolio of 95 properties, PWP ensures tenants have access to safe, stable housing in neighborhoods across Lancaster City.
Founded in 2019 as an affiliate of the Lancaster City Housing Authority, PWP operates through a collaborative structure that aligns mission, ownership, and management while unlocking funding opportunities.

What We Do
Affordable Homes for Lancaster Families.
PWP serves low-income families in Lancaster who are waiting for affordable housing. We focus on households earning about half or less of the area’s average income.
Property Investment & Rehabilitation.
Since 2023, PWP has secured more than $2.0 Million to rehabilitate and modernize homes, ensuring they meet current standards of safety, efficiency, and comfort.
A Unique Model for Long-term Impact.
PWP bridges public housing and private investment through a collaborative structure: Lancaster City Housing Authority manages day-to-day operations and PWP serves as a portfolio steward.
