How to Apply for Public Housing
Thank you for your interest in our housing programs and properties. To apply, you must complete a simple online application. Please note that we no longer accept paper applications.
Once submitted, your application will be electronically placed on the waiting list. When selected, we will contact you for further information and to complete the screening process.
It’s important to keep your application up-to-date. If we cannot reach you at the mailing or email address provided, your application will be withdrawn. Please report any changes within ten (10) days to ensure your information is accurate and current.
We consider your family’s gross income when determining eligibility. Total income includes all money received each month by all household members from all sources, such as employment, welfare, Social Security, SSI, pensions, support (voluntary or court-ordered), interest, etc. Gross income refers to the amount before any deductions, like taxes.

Occupancy Standards
- Single-person families will be allocated a zero-bedroom unit or an efficiency/studio.
- The head of household and co-head will share a bedroom.
- All other household members will be assigned two persons per bedroom, regardless of gender, with the following exceptions:
- Persons under 18 will not be required to share a bedroom with persons 18 or older.
- Live-in aides will be allocated a separate bedroom, but additional bedrooms for the aide’s family are not provided.
- Please note that this is the only website where you can complete an application for any programs administered by the Lancaster City Housing Authority.

These limits are set by the U.S. Department of Housing and Urban Development (HUD) and are based on household size and annual income. Applicants must meet these guidelines to qualify for assistance, ensuring that affordable housing is available to those who need it most.

Wait List Information
For those who are on our waitlist, please remember it is your responsibility to keep your information up to date with our agency.
Please report the following changes to your application as they occur:
- Change in mailing address
- Change in phone number
- Change in email address
- Change in family composition
Applications will be placed on the waiting list in the order received (date and time). Placement on the waiting list does not indicate you are eligible for rental assistance. A final determination of eligibility will be made when you are selected from the waiting list, including verifying household income
