Thank you for your interest in our housing programs and properties. To apply, you must complete our online application—we no longer accept paper applications.
Until further notice, all waiting lists for the Housing Choice Voucher (Section 8) Program and the Public Housing Program are closed and not accepting applications.
Once submitted your application will be placed on the waiting list in the order it was received (date and time).

Keeping Your Application Up to Date
It is essential to keep your contact information current. If we cannot reach you using the mailing address or email on file, your application may be withdrawn. Please report any changes within 10 days to ensure your information remains accurate.
Please report the following changes to your application as they occur:
- Change in mailing address
- Change in email address
- Change in phone number
- Change in family composition
If we cannot reach you using the mailing address or email on file, your application may be withdrawn.

Income Eligibility
Eligibility is determined based on your gross household income, which includes all income sources such as:
- Employment wages
- Welfare benefits
- Social Security/SSI
- Pensions
- Child/spousal support (voluntary or court-ordered)
- Interest income
Occupancy Standards
LCHA assigns bedrooms based on the following guidelines:
- Single-person households: Studio or efficiency unit
- Head of household & co-head: Share a bedroom
- Other household members: Two persons per bedroom, regardless of gender, with the following exceptions:
- Persons under 18 will not be required to share a bedroom with someone 18 or older
- Live-in aides will be allocated a separate bedroom (no additional bedrooms for their family)
Income Limits
Income limits help determine eligibility for Lancaster City Housing Authority’s public housing program. These limits are set by the U.S. Department of Housing and Urban Development (HUD) and are based on household size and annual income. Applicants must meet these guidelines to qualify for assistance, ensuring that affordable housing is available to those who need it most.
