Foster Youth to Independence (FYI) Voucher Program
We have a new voucher program that is open.
Application is by referral only. No in-person
or online applications can be made. This program is called the Foster Youth to Independence Voucher Program.

About the FYI Voucher Program
The Foster Youth to Independence (FYI) initiative provides up to 36 months of rental assistance and supportive services to eligible young adults transitioning from foster care.
This program is offered in partnership with Public Housing Agencies (PHAs) and Public Child Welfare Agencies (PCWAs).
Who is Eligible?
To qualify for an FYI voucher, individuals must meet all the following requirements:
- Be at least 18 years old and not yet 25 (must not have reached their 25th birthday),
- Have left foster care, or be leaving foster care within 90 days as part of a formal transition plan (per Section 475(5)(H) of the Social Security Act),
- Be currently experiencing homelessness or at risk of becoming homeless.
Note: Eligibility is not limited to single individuals. Pregnant and/or parenting youth may also qualify if they meet the above criteria.
How to Apply for the FYI Program
Applications for this program are by referral only.
There are no online or in-person applications available.

Being referred does not guarantee assistance.
- Eligible individuals will be assessed and referred by the PCWA.
- Referred applicants will be placed on the FYI waiting list in the order referrals are received.
