Mainstream Vouchers
Mainstream Vouchers provide rental assistance for non-elderly persons with disabilities who meet one of the following criteria:
- Currently experiencing homelessness
- Previously experienced homelessness and are now a client in a permanent supportive housing or rapid rehousing project

Eligibility Requirements
To qualify for a Mainstream Voucher, the following criteria must be met:
- The non-elderly person with disabilities must be between 18 and 62 years of age.
- The eligible household member does not need to be the head of household.
- Eligibility is determined at the time the voucher is first issued. If the recipient turns 62 after receiving assistance, they will not lose their voucher.

Referrals
Referrals for Mainstream Vouchers are managed by the Mainstream Voucher Referral Panel, which is composed of several local agencies. Referrals are placed on a waiting list in the order received. The contact number for the panel is 717-397-5182 ext. 8.
Please note that being referred does not guarantee assistance, as all eligibility requirements for the Housing Choice Voucher Program (Section 8) must still be met. To qualify for Mainstream Vouchers, at least one family member must be between 18 and 61 years old and meet the specified categories.
Placement on the waiting list is only possible through a referral.
The Department of Housing and Urban Development (HUD) has provided definitions for eligible preference categories for those under 62 years of age with disabilities. These definitions are included as an attachment to this description and were part of the original competition among housing authorities for the vouchers. For more details, please refer to the Notice of Funding Availability (NOFA) document provided in the attachment.

The Referral Process
All referrals for Mainstream Vouchers must come through the Mainstream Voucher Referral Panel, a network of local agencies responsible for determining eligibility.
