LCHA Welcomes Rich Roberge & Felisha Beckford

Rich Roberge

Lancaster City Housing Authority is pleased to highlight Rich Roberge, Operations Maintenance Manager. Rich joined LCHA in September 2025, bringing a unique blend of strategy and field experience to the role. In his role, Rich supports systems analysis, evaluates workflows, and aligns LCHA maintenance operations with best practices to improve efficiency and service delivery.

As Operatives and Maintenance Manager, Rich supervises the maintenance team, promoting a culture centered on customer service, accountability, and work ethic. He is focused on strengthening preventive maintenance practices across the portfolio. Over the next six months, Rich plans to further refine work order standards by guiding his team to ask the right questions to best understand resident concerns, allowing for more accurate, timely, and effective responses.

Rich began his career as a high school student working in his family’s maintenance business, where he developed plumbing and electrical skills. He later served nine years in the U.S. military and earned a Bachelor of Science in Computer Science. Prior to joining LCHA, Rich served eight years as a Maintenance Manager for Bristol Myers Squibb in Puerto Rico, where he trained new teams and ensured compliance with safety regulations. He also worked with CLK Multi-Family Management, overseeing maintenance operations across several states. Most recently, he served as Maintenance Director at ArkView Recovery Center, a private rehabilitation hospital.

Felisha Beckford

Lancaster City Housing Authority welcomes Felisha Beckford as Housing Specialist at Susquehanna Court. Felisha joined the LCHA team in January 2026 and brings a strong commitment to resident support, communication, and community-focused service.

Felisha is currently pursuing a bachelor’s degree in Human Services at Southern New Hampshire University. She is passionate about helping others and is known for her compassionate, empathetic approach and strong problem-solving skills. Her professional background includes experience in elder care and customer service, including work as a clerk with a sheriff’s department, where she developed the ability to navigate complex situations and support individuals with care and respect.

At LCHA, Felisha is focused on building positive relationships with residents and helping them access the support they need to thrive. She describes herself as a strong communicator and a natural problem-solver, qualities that align closely with LCHA’s mission to provide safe, stable housing and responsive service.

Outside of work, Felisha is a proud mom to two young children and considers family to be her greatest motivation. In her free time, she enjoys crocheting and other creative outlets that allow her to unwind and recharge. LCHA is excited to have Felisha join the team and looks forward to the dedication and positive energy she will bring to residents she serves.
